Grants are awarded to assist in developing education programs
usable by an entire industry or a specific work process to reduce or eliminate
hazards. These grants are not for individual companies to provide training for
their employees.
Although all topics will be considered, at this time Oregon
OSHA is specifically looking for training programs that support our strategic
plan. Listed below are two of the strategic goals and suggestions for programs
that will support these goals.
Goal 1.
Change the workplace culture in Oregon by increasing employer
and worker awareness, commitment to and involvement with safety and health.
- Programs designed to evaluate the effectiveness of an occupational safety
and health program. Examples, self-audit tools.
- Programs designed to involve apprenticeship or vocational schools with occupational
safety and health, eg., occupational safety and health curriculums.
- Programs designed to improve safety committee operations.
Goal 2.
Improve workplace safety and health for all workers, as
evidenced by fewer hazards, reduced exposures and fewer injuries, illnesses
and fatalities.
- Programs designed to reduce hazards in agriculture, construction, health
care, food processing, and wood products.
- Programs designed to reduce fatalities in construction.
- Programs that focus on "falls" in any industry.
- Programs that address industrial hygiene issues in construction.
Who can apply?
Any employer consortium or labor consortium,
association or other non-profit organization. Educational institutions
if they are affiliated with any of these groups.
How much grant money is available, and how
much do I have to contribute?
The maximum amount available for grants is $400,000
per biennium. Since 1989, approximately $2,500,000 has been awarded. You may
apply for up to $40,000 per grant. There's no set amount of "in-kind"
or matching dollars that must be contributed.
What kind of training programs are eligible
for funding?
Any program that addresses hazard or occupational
safety and health concern for which employees or managers need education.
This must be an issue for which there are no currently existing training
programs.
What if training programs exist from commercial
vendors, but they don't address a specific industry?
Often, "generic" training programs
exist, that if customized for a particular industry, would be more
effective. For example, monies were granted to sheet metal workers
for the development of a hazard communication program that was specific
to their trade.
How often are grants awarded?
The grant cycle is biennial with new allocations
becoming available on July 1. Typically, the calls for application
(called Grant Rounds) are July 1, and thereafter approximately every
six months until either the end of the biennium or the funds are exhausted.
What kind of programs have been produced?
A few examples of programs that have been developed
include: lifting guidelines; a dairy farmers checklist and video;
pictograms for training mentally challenged individuals on hazards
in the workplace; a home builders' manual and videos in Russian, Spanish,
and English; a pilot educational program for prevention of ergonomic-related
injuries for nurses; and a CD-ROM
interactive training program on preventing attacks by vicious
dogs.
What happens to the program after it's completed?
Materials produced become the property of the
Department of Consumer & Business Services Oregon Occupational
Safety and Health Division. They are housed in our Resource
Center and are available for loan to the public.
